Why only non-commercial research?
Some data sets come from commercial enterprises that also sell their data to business partners. They only make the data available to research if we prevent competition to their own business model. Our rules guarantee that scientific research can hopefully continue to use such data cost-effectively in the future. In other cases, the data is subject to data protection because it contains personal information.
